My time at the County has positively influenced my ability to design enterprise, high-volume, accessible web applications. Balanced with my educational experience, this influence has given me a rare ability to simplify complex websites to make them more accessible for people with special needs. In addition, the skills acquired played a key role in designing the student matching and placement methodology as shown in my dissertation.

Position: Programmer Analyst III, County Webmaster, and Project Lead.

Duties: I am responsible to create and maintain some of the most political and high exposure websites for the County including the County’s main home website http://www.sbcounty.gov. As County Webmaster I am responsible for the security and wellbeing of the web servers and all websites in general. I oversee all web activity, mentor over 100 developers, introduce new technologies, design enterprise-wide solutions, and I am an ISD liaison for all County departments and outside agencies.

This opportunity strengthened my ability to break down complex operations into understandable smaller components, which is beneficial in teaching math and computer programming.

            Position: Adjunct College Algebra Instructor.

Duties: I taught as many as three classes per quarter in basic and intermediate algebra for students struggling to pass college algebra.

Almost every day for six months I accepted every opportunity I was offered. It was one of the most rewarding experiences in my life.

            Position: Substitute Teacher

Duties: I taught all subjects from 3rd grade to 12th grade in regular education, resource special education, and severely handicapped.

Employment at the university introduced me to the administrative side of higher education, from which I found my dissertation direction and the birth of a higher purpose in education.

            Position: Systems Analyst, Programmer, and Project Lead.

Duties: I facilitated the needs of various departments through data analysis, workflow, management, business requirements, and software design. Departments included in my analysis were: Student Housing, Financial Aid, Payroll, Accounting, Recruiting, Registrar, Human Resources, Records, IT, Helpdesk, and many more.

This was my first experience as a college professor, which influenced my career path from pure technical to receiving higher degrees in education.

            Position: Adjunct Computer Instructor.

Duties: I wrote the curriculum and taught classes in web programming Microsoft Active Server Pages (ASP), and taught Visual Basic Databases and Beginning Computers.

 

October 1999 - July 2001 - County of San Bernardino ISD

This position was a major stepping stone into a higher degree of understanding in enterprise programming and system design.

July 1996 - July 1999 - Wizard's Computers 

            Riverside, CA 92503

Starting as an Internet Service Provider (ISP) from scratch led to a deeper understanding of internet and server connectivity, which in turn solidified my value as a webmaster, programmer, and mentor. This experience allowed me to teach many people in the use of computers and the internet.

            Position: Founder, Owner, and Manager

Duties: As founder of the computer store, was solely responsible for creating the business, setting up and maintaining the books, and various expansion projects such as integration of computer classes and creation of an ISP service to the general public.

 

August 1993 - July 1996 - House of Computers

This was one of my first leadership positions. I started the business with a vision and no funding and soon people followed and it thrived.

            Position: Founder, Manager, 50% Owner, and Partner.

Duties: As computer guru in the partnership, I managed the store, wrote promotional materials, created the books, taught classes, led projects, met with businesses as an analyst, and held the deciding vote on business matters.

GREATEST TECHNICAL ACCOMPLISHMENTS

January 2003 - December 2011 – The University Student Housing Matching and Placement 
            Website Module
was designed and created as a working model to demonstrate the feasibility 
            and usability of the Student Matching and Placement Methodology as described in my dissertation.

December 2010 - March 2011 – I designed, programmed, and implemented an Enterprise Website 
            Statistics Collection System
. After seeing vendor products self-destruct due to the sheer volume 
            of traffic on the County Web Servers (nearly a half of a billion web page views a year), I designed 
            a custom solution that collects log files off multiple servers, processes web page views into a 
            database, and compresses and stores the server log files. This database information, totaling over 
            a terabyte with just two years of data, is then used to create custom server and website trends and 
            usage reports.

February 2010 - November 2010 – I designed, completed, and implemented a foundational 
            Single Sign-on for Internet Websites that supports over 300 County government websites in 
            three availability scopes – world-wide, county-wide, and department-wide - and accommodates 
            multiple website technologies including: Microsoft .NET Websites, DotNetNuke content management 
            systems, Microsoft SharePoint, Microsoft Mobile Technologies, Apple iPhone, Google Droid, 
            BlackBerry, and various mainframe technologies. The Single Sign-on centralizes the logon and 
            management of user profiles and permissions for the entire Internet-based County enterprise 
            information systems.

 

CURRENT ONGOING PROJECTS

Advancing Education

            In order to assist students in University Housing and increase student retention, I have prepared a 
            website to make my dissertation available on the internet. This includes entering the dissertation into 
            a number of search engines to make it easily assessable.

            I have selected the first area of my dissertation as a potential journal article in order to promote
            some of the specific findings of my research that will directly benefit students. This is to be a joint
            project with Robert Cruise Ph. D.

            I plan to send an announcement of the completion of the dissertation and available housing
            information to all of the 500+ universities that were evaluated during the research expert
            qualifications.

Technical and Web Developer Mentorship

            In my mentorship of County developers, I have written course material and scheduled classes to 
            teach new foundational practices for writing improved accessible and secure websites using new 
            web server designs, language technologies, single sign-on, searchable information, and improved 
            statistical practices based on user profiles. This is the first time for an organizational cultural change 
            of this magnitude.

            In my efforts to simplify technology for public use and accessibility, I am adding support for 
            Microsoft Live-ID, Google Open-ID, FaceBook, Twitter, and other main stream social network 
            logins to my Single Sign-on for Internet Websites design.

            I am programming a management module to generate automated statistic reports based on my 
            Enterprise Website Statistics Collection System.
This will assist in defining user profiles and 
            increasing usability of websites to be passed on through the developer mentorship program.

Wheel Chair Regatta 2009, 2010, and 2011 - Sponsored by the Silver Gate Yacht Club, each year we assist between 400-700 handicapped individuals and support professionals with boat ride tours of San Diego Bay, lunch, and entertainment.

ADDITIONAL INFORMATION

Sailing - My wife and I own a sailboat and practice the art of sailing.

Music - I played trumpet for over 30 years of my life. I enjoy soft jazz, the blues, big band jazz, and 
            classical music.

Radio Controlled Models - In the past I have designed and built radio controlled airplanes and I am 
            currently building a radio controlled Sailboat.

Rebuilding Cars - I recently acquired a 1975 Fiat Spyder convertible, which my wife and I are restoring.
